The Chair welcomed Members. Apologies were received from Mark Reckless, Michelle Brown substituted.
Under Standing Order 17.24 Llyr Gruffyd AM declared a relevant interest, he is a school governor. Hefin David declared he is a senior lecturer at Cardiff Metropolitan University and that Coleg Cymraeg has a base at the University.

A note on the future of Youth Services in Wales.
The Cabinet Secretary agreed to provide the following:
An update on timescales for the publication of the 10 year early years and childcare workforce plan.
A note on the publication of Children’s rights impact assessments (CRIA’s).
The paper was noted.
The Motion was agreed.
The Committee agreed to conduct an inquiry into Youth Services in Wales and also to consult with stakeholders on their priorities for the 5th Assembly.
